Board Minutes – November 25, 2019
The Adams County Board of Supervisors met on Monday, November 25, 2019 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Doug Birt, Merlin Dixon and Bobbi Maynes. Also in attendance were: Nancy Barnes, Alan Johannes, Jamie Stargell, Bill Lyddon, Ben Mullen, Andrew Knuth, Travis Malone, Travis Paul, and Becky Bissell. The meeting was called to order by Chairperson Shipley. The Pledge of Allegiance was recited. Akin moved, seconded by Dixon to approve today’s agenda and the minutes from November 18, 2019. All supervisors voted aye. Motion carried.
Engineer Travis Malone presented to the board the Chapter 21 Amendments to the Adams County Ordinances for the building permit process and the drive way permit process.
Malone reviewed proposals that included preliminary and final engineering along with permitting to replace Prescott 5 Bridge on 180th Ave northeast of the City of Prescott. Proposal amounts were as follows Calhoun Burns $29,800, JEO $32,860, HTM $38,700. Malone will be accepting Calhoun and Burns proposal.
Malone presented to the board that a secondary roads employee has successfully completed classes this past winter and will be taking more classes this upcoming winter to complete their full certification for road and bridge construction inspection. Malone has proposed moving the employee from the maintenance side to the construction side making them an assistant to the Engineer. The role of construction inspector had been filled by contract with Taylor County’s inspectors but will now once again be filled by personnel within Adam’s County Secondary Roads. The position will be needed in the upcoming construction seasons with road and bridge projects due to be let in the upcoming year(s). To backfill Malone will then have to appoint someone else the sign position or hire a new employee in FY 22.
Gardner & Associates have presented a proposal for the survey and design work to create a full set of plans for the rebuilding of Mulberry Avenue from US Highway 34 to the Taylor County line for the estimated costs of $90,000.
Birt moved, seconded by Maynes to approve Resolution #2019-39 Retiring K9 Officer. All supervisors voted aye. Motion carried.
County Attorney Andrew Knuth was served notice of bankruptcy against jail fees. He informed the board of the situation and asked how much the board wanted him to pursue reimbursement for the jail fees. The board said the county needs to recoup their fees.
Dixon moved, seconded by Birt to approve the resignation of Donna Palmer as the Jasper Township Trustee as of the end of calendar year 2019 and thanked her for her service. All supervisors voted aye. Motion carried.
