Board Minutes – March 2, 2020

The Adams County Board of Supervisors met on Monday, March 2, 2020 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Doug Birt, Merlin Dixon, and Bobbi Maynes. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Birt moved, seconded by Shipley to amend the agenda to add item H – Resolution 2020-14 Goose Lake Funds and to approve the amended agenda along with the minutes from February 24, 2020. All supervisors voted aye. Motion carried.

            There were no public comments.

Akin signed the Title VI Non-Discrimination Agreement.

Maynes moved, seconded by Birt to approve Resolution 2020-13 for Bid Letting of Juniper Ave due March 30th at 9:30 am. Supervisors Maynes, Birt, Shipley, and Dixon voted aye. Akin abstained. Motion carried.

Dixon moved, seconded by Maynes to approve the Road Use Agreement with Mid-American Energy for the Southern Hills Wind Farm. All supervisors voted aye. Motion carried.

Dixon moved, seconded by Birt to approve the Utility Permits 20-01 and 20-02 for Frontier Communications Services on 270th off of Hwy 148. All supervisors voted aye. Motion carried.

Birt moved, seconded by Shipley to approve county burial request 2020-1. All supervisors voted aye. Motion carried.

Maynes moved, seconded by Shipley to approve the county administering a city bridge project for Prescott. All supervisors voted aye. Motion carried.

A quote from Midwest Technologies for additional cameras was tabled until a quote for the key card doors is obtained so the entire project can be reviewed.

Shipley moved, seconded by Birt to approve a wage increase to $20/hr effectively 3/2/2020 for the County Attorney Office Manager. All supervisors voted aye. Motion carried.

Shipley moved, seconded by Maynes to approve Sarah Solt as assistant Medical Examiner Investigator. All supervisors voted aye. Motion carried.

Birt moved, seconded by Shipley to approve ratifying the tentative Union Contract agreement. All supervisors voted aye. Motion carried.

Maynes moved, seconded by Dixon to approve the Tax Abatements as presented. All supervisors voted aye. Motion carried.

Birt moved, seconded by Shipley to approve Resolution 2020-14 to transfer $62,500 from 01000 General Basic to 68000 Conservation Reserve Fund. These funds were originally allocated to Goose Lake, a SIRWA Water Development Project, but since that project never came to fruition the State Auditor requested that the funds be returned back to the county for their use. The board wants to allocate this for future projects involving the Conservation Department.

Committee reports were given as following: Dixon – Trolly, Feb 27, Creston; and Birt – Heartland, Feb 27, Creston; and Akin – SW Iowa Economic Forum, Feb 28, Griswold.
