Board Minutes – January 2, 2020

he Adams County Board of Supervisors met on Thursday, January 2, 2020 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Doug Birt, Bobbi Maynes, and Merlin Dixon. The meeting was called to order by Auditor Becky Bissell. The Pledge of Allegiance was recited. Birt moved, seconded by Dixon to appoint Scott Akin as the Board Chair for a one-year term. All supervisors voted aye. Motion carried. Maynes moved, seconded by Dixon to approve today’s agenda and the minutes from December 23, 2019. All supervisors voted aye. Motion carried.

Engineer Travis Malone presented the Secondary Roads departments FY 20/21 budget and the 5-year plan as posted on the DOT website.

Motion was made by Birt, seconded by Dixon to appoint Bobbi Maynes as Vice Chair for the 2020 Board.  All supervisors voted aye. Motion carried. 

Motion was made by Birt, seconded by Shipley to make the Adams County Free Press the official newspaper for the year 2020.  All supervisors voted aye.  Motion carried.  Birt moved, seconded by Shipley, to make TS Bank as the Official Depository for the year 2020.  All supervisors voted aye.  Motion carried.  Birt moved, seconded by Shipley to issue checks during the year 2020 per Section 331.506 of the 2019 Code of Iowa.  All supervisors voted aye.  Motion carried.  Birt moved, seconded by Maynes to set the mileage rate at 50 cents per mile effective January 1, 2020.  All supervisors voted aye.  Motion carried.

Maynes moved, seconded by Dixon to appoint Jerry Peckham, Nicci Tucker, and Kathy West to 1-year terms on the Human Services Board.  All supervisors voted aye.  Motion carried.  Dixon moved, seconded by Birt to appoint Larry Maeder as the Weed Commissioner for a 1-year term to expire 2/28/2021.  All supervisors voted aye.  Motion carried. 

            Maynes moved, seconded by Shipley to appointed Bill Lyddon as the Emergency Management Director for a 1-year term. All supervisors voted aye.  Motion carried. Maynes moved, seconded by Birt to appoint Jim Reiley as the Veterans’ Affairs Director. All supervisors voted aye.  Motion carried. Maynes moved, seconded by Shipley to appoint Dr. Stephen Gruba to a 1-year term as Medical Examiner.  All supervisors voted aye.  Motion carried.  Maynes moved, seconded by Shipley to appoint Dr. Bethel Kopp to a 1-year term as the Assistant Medical Examiner.  All supervisors voted aye.  Motion carried.  Shipley moved, seconded by Maynes to appoint Lisa Brown to a 1-year term as Medical Examiner Investigator.  All supervisors voted aye.  Motion carried.

            Maynes moved, seconded by Birt to make the following 1-year appointments to the Condemnation Board:  Real Estate Dealers – Ed Drake, Jamie McManis, Maury Moore, Bruce Peters, Tom Miller; Loan Officers and Bankers – Mona Douglas, Burton Heaton, Jim Heaton, Kelly Herring, Julia Paul; Agricultural Owners – Jim Amdor, Lowell Evans, Michael Fourez, Janice Shepherd, Bill Shipley, Judy Loonan; City Property Owners – Dick Blazek, Beth Waddle, Jerry Getter, John Greenlee, Pat Shipley, Nicci Tucker.  All supervisors voted aye.  Motion carried.  Birt moved, seconded by Shipley to approve the General Relief Assistance guidelines with no changes. All supervisors voted aye.  Motion carried.

Chairperson Akin made the following appointments to the various board and committees within the county that the members of the Board of Supervisors serve:  Doug Birt- ACCS, Adams/Adair/Union Decaterization Board, DHS Service Area Advisory Board, Enterprise Zone Commission, SICOG, Heartland Management Alliance; Merlin Dixon- ATURA, Courthouse and Jail Committee, Hungry Canyon, Iowa Workforce Development CEO Board, REAP, Regional E-911 Board WIA, Southern Iowa Trolley; Scott Akin –5th Judicial District Board, Adams-Taylor County Landfill, ATURA (Alternate), CHI Health Mercy Corning Community Board of Directors, Emergency Management, SICOG (Alternate), Southern Hills Regional Mental Health, , ACEDC;  Bobbi Maynes – ACCS (Alternate), Adams County Courthouse Security Committee, Adams-Taylor County Landfill (Alternate), Connections Area Agency on Aging, Crossroads, Emergency Management (Alternate), MATURA Advisory Board (Alternate), MATURA Board of Directors (Alternate), R C & D – Local and Regional; Leland Shipley – Adams Community Foundation, LOST Control Committee, Courthouse and Jail Committee, Heartland Management Alliance (Alternate), Local MATURA Advisory Board, MATURA Board of Directors, Main Street Corning.

Maynes moved, seconded by Shipley to approve the 2020 Holiday Closing Schedule as follows:  Monday, January 20, 2020 – Martin Luther King Day; Monday, February 17, 2020 – President’s Day; Monday, May 25, 2020 – Memorial Day; Friday, July 3, 2020 – Independence Day (observed); Monday, September 7, 2020 – Labor Day; Wednesday, November 11, 2020 – Veteran’s Day; Thursday, November 26 and Friday, November 27, 2020 – Thanksgiving; Thursday, December 24 and Friday, December 25, 2020 – Christmas; and Thursday, December 31, 2020  and Friday, January 1, 2021 – New Year’s.  All supervisors voted aye.  Motion carried.

Birt moved, seconded by Dixon to approve Resolution 2020-1 to make all the appointments official. All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Birt to approve Resolution 2020-2 the Master Matrix pursuant to Iowa Code section 459.304(3). All supervisors voted aye.  Motion carried.

Dixon moved, seconded by Birt to approve Resolution 2020-3 to transfer $90,118 from Local Option Fund 17000 to Local Option Sinking Fund 17002 to pay off the Aquatic Center Bond. All supervisors voted aye.  Motion carried.

Birt moved, seconded by Dixon to approve Resolution 2020-4 Amending the Adams County Ordinance Chapter 21 effective January 2, 2020. All supervisors voted aye.  Motion carried.

Maynes moved, seconded by Birt to accept Mark Devore’s resignation as a Mercer Township Trustee and thank Mark for his many years of service. All supervisors voted aye.  Motion carried.

Budgets presented were as follows: Public Health, Southern Iowa Trolley, Board of Supervisors, Auditors, Representative Services / Elections, Emergency Services, Other Human Services, DHS Administration, General Relief, Court Administration, Educational Services, Juvenile Probation, County Development, Environmental Protection, Mental Health Administration, Other Policy & Admin, Central Services, Risk Management, Non-departmental. Budget work session was also discussed.
