Board Minutes – January 13, 2020

The Adams County Board of Supervisors met on Monday, January 13, 2020 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Doug Birt, Bobbi Maynes, and Merlin Dixon. The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Dixon moved, seconded by Maynes to approve today’s agenda and minutes from January 2nd and January 6th, 2020. All supervisors voted aye. Motion carried.

Shipley moved, seconded by Maynes to allow the City of Prescott to have access to our server through a VPN to set up their financial software. All supervisors voted aye. Motion carried.

Engineer Travis Malone presented the statement of work documents (SOWs) regarding EWP agreements to the board. These documents spell out the financial guidelines the county has to follow for EWP agreements.

Maynes moved, seconded by Birt to approve survey and design contracts with Snyder and Associates for the remaining four EWP project sites. All supervisors voted aye. Motion carried.

Bit moved, seconded by Dixon to approve the Treasurer’s Semi-Annual Report presented by Treasurer Nancy Barnes. All supervisors voted aye. Motion carried.

Birt moved, seconded by Shipley to approve Mike Cline to the Zoning Board of Adjustment. All supervisors voted aye. Motion carried.

Shipley moved, seconded by Dixon to approve Doug Calkins and Patty Peterson to the Zoning Commission. All supervisors voted aye. Motion carried.

Maynes moved, seconded by Birt to approve Bill Shipley to the Conservation Board. All supervisors voted aye. Motion carried. Shipley Abstained.

Birt moved, seconded by Maynes to approve Diane Shipley and Dr. Stephen Gruba to the Adams County Board of Health. All supervisors voted aye. Motion carried.

Discussion was held on correcting a duplicated parcel’s valuation. Assessor Ben Mullen is going to do some more research.

Discussion was held on Ordinance Chapter 24.

Dixon moved, seconded by Maynes to approve Myron Brown to the Civil Service Commission to fill a term until 2022. All supervisors voted aye. Motion carried.

Budget Requests were given as follows: Ambulance Department and City of Corning Library.

            Discussion was held on the Annexation of the Reservoir into City of Corning Limits. The board had no objection or written recommendations regarding the proposal.

Claims were approved as presented.

Committee reports were given as following: Maynes – RC&D, Jan 7 & 9, Creston; Dixon – Conservation, Jan 9, Corning; Birt – Conservation, Jan 9, Corning; and Shipley – Main St., Jan 8, Corning.

Maynes moved, seconded by Dixon to adjourn the meeting.  All supervisors voted aye.  Motion carried.
