Board Minutes – February 16, 2021

The Adams County Board of Supervisors met on Tuesday, February 16, 2021 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Doug Birt, and Merlin Dixon. Bobbi Maynes was present via phone. The meeting was called to order by Vice Chairperson Birt. The Pledge of Allegiance was recited. Dixon moved, seconded by Shipley to approve today’s agenda and the minutes from the February 8, 2021, meeting.  All supervisors voted aye.  Motion carried

Engineer Malone presented a proposal for purchasing a 2015 CAT D6TXL bulldozer with 4309 hr for $180,000 with the possibility of trading in the 1967 D6C bulldozer. Akin moved, seconded by Dixon to approve purchasing the 2015 CAT bulldozer with no additional warranty. All supervisors voted aye.  Motion carried.

Malone shared with the board that the scrap metal has been cleaned up from around the shop.

Sheriff Alan Johannes discussed with the board a request from Southwest Valley Superintendent Fenster to reconsider the hours of the Resource Officer position shared with the school district.

Discussion was held regarding updating the Adams County Employee Handbook. More information will  be gathered and no action was taken.

Dixon moved, seconded by Shipley to open the Public Hearing for the Max Levy Rate at 10:00 am.  All supervisors voted aye.  Motion carried.  There were no written or oral objections.  Shipley moved, seconded by Dixon to close the public hearing at 10:05 am. All supervisors voted aye.  Motion carried.

Akin moved, seconded by Shipley to approve Resolution 2021-7 Maximum Property Tax Dollars.

RESOLUTION 2021-7

Approval of FY 2021/2022 Maximum Property Tax Dollars

WHEREAS, the Adams County Board of Supervisors have considered the proposed FY2021/2022 county maximum property tax dollars for both the General County Services and Rural County Services, and

WHEREAS, a notice concerning the proposed county maximum property tax dollars was published as required and posted on county website and/or social media accounts if applicable,

WHEREAS, a public hearing concerning the proposed county maximum property tax dollars was held on February 16, 2020,

NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of Adams County that the maximum property tax dollars for General County Services and Rural County Services for FY2021/2022 shall not exceed the following:

General County Services-$2,909,466

Rural County Services-$1,329,089

The Maximum Property Tax dollars requested in either General County Services or Rural County Services for FY2021/2022 does represent an increase of 102% from the Maximum Property Tax dollars requested for FY2020/2021. General County Services has an increase of 105.60% and Rural County Services has an increase of 106.06%

Voting Aye:  Akin, Birt, Dixon, Maynes, Shipley.  Voting Nay:  None.  Motion carried  The above resolution is adopted by the Board of Supervisors of Adams, County, Iowa.  The full resolution is located in the Auditor’s Office.

Oral reports were presented by the board members as follows: Birt – SICOG, Creston, Feb. 2 and Feb. 11, Conservation, Corning, Feb. 11, Courthouse Security, Corning, Feb. 10; Shipley – MATURA, Creston, Feb. 10, Main Street, Feb. 15; Dixon – WIOA, Feb. 13; Akin – Farm Bureau, Corning, Feb. 4, ACEDC, Corning, Feb. 10.

Maynes moved, seconded by Akin to adjourn the meeting at 10:30 am. All supervisors voted aye. Motion carried.
