Board Minutes – December 23, 2019

The Adams County Board of Supervisors met on Monday, December 23, 2019 at 9:00 am with the following members present: Leland Shipley, Scott Akin, Doug Birt, Bobbi Maynes and Merlin Dixon. The meeting was called to order by Chairperson Shipley. The Pledge of Allegiance was recited. Akin moved, seconded by Dixon to approve today’s agenda and the minutes from December 16, 2019. All supervisors voted aye. Motion carried.

There were no public comments.

County Engineer Travis Malone presented the Plan of Operations for Force Account as part of the EWP documents.  Dixon moved, Birt seconded to approve the Plan of Operations for Force Account for Bridge Prescott 13 on 190th and Bridge Douglas 17 on Aspen Ave as amended.  All supervisors voted aye. Motion carried.  Birt moved, seconded by Akin to approve Plan of Operations for Force Account Bridge Jasper 1 and Washington 12.  All supervisors voted aye. Motion carried.  Birt moved, seconded by Dixon to approve Plan of Operations for Force Account Douglas 8 on Birch Ave and Douglas 4 on Chestnut.  All supervisors voted aye.  Motion carried. 

Malone presented quotes for the purchase of a side dump trailer from Ziegler and Smith Co.  Birt moved, seconded by Akin to purchase a 42-foot, triple axel side dump trailer from Smith Co for $51,650.  All supervisors voted aye.  Motion carried.

Malone presented the Secondary Roads budget.

Dixon moved, seconded by Akin to appoint Dick Blazek, Saundra Leininger, and Nancy Carmichael to the Certified Local Government Board.  All supervisors voted aye.  Motion carried.

At 10:00 AM, Dixon moved, seconded by Maynes to open the Public Hearing for the Amendment to the County Ordinances.  All supervisors voted aye.  Motion carried.  Birt moved, seconded by Dixon to close the Public Hearing at 11:20 AM.  All supervisors voted aye.  Motion carried.   Birt moved, seconded by Dixon to approve Resolution #2019-42 Amending Ordinance Chapter 21 and Waiving the 2nd and 3rd Readings.  Ayes:  Birt, Dixon, Shipley, Akin, and Maynes.  Nays:  None.  Motion carried. 

            Budget Requests were presented as follows: Veterans Affairs, Conservation. Birt moved, seconded by Maynes to table Budget discussions for Public Health Department, Board of Supervisors, Auditors, Representative Services/Elections, Emergency Services, Other Human Services, DHS Administration, General Relief, Court Administration, Educational Services, Juvenile Probation, County Development, Environmental Protection, Mental Health Administration, Other Policy and Administration, Central Services, Risk Management, and Nondepartmental until the January 2 meeting.  All supervisors voted aye.  Motion carried.

            Claims were approved as presented.
