Board Minutes – April 20, 2020

The Adams County Board of Supervisors met on Monday, April 20, 2020 at 9:00 am in the Adams County Courtroom with electronic access via ZOOM with the following members present: Scott Akin, Merlin Dixon, Bobbi Maynes, and Leland Shipley. Doug Birt was absent. The meeting was called to order by Chairperson Akin. Shipley moved, seconded by Dixon to approve the minutes from April 13, 2020 and the agenda for the day. All Supervisors voted aye. Motion carried.

No Public Comments.

Sheriff Alan Johannes presented vehicle quotes for replacing the department’s vehicle that was totaled due to an accident: 2020 Silverado from Karl Chevrolet for $31,523.10 and a 2020 F150 from Ford for $34,992 Shipley moved, seconded by Dixon to approve the quote from Karl Chevrolet for $31,523. All Supervisors voted aye. Motion carried.

            Shipley moved, seconded by Dixon to approve the bid packet for granular resurfacing.  All supervisors voted aye.  Motion carried.  The board approved the execution of the contract for Juniper Avenue.  Engineer Malone informed the board that the county will be receiving a check from FEMA in the amount of $29,000 for Elm Avenue.

            EMA Director Bill Lyddon presented to the board a change order for the Motorola Contract in the amount of $33,898. $28,800 of the change order is to strengthen the tower at the Courthouse to handle the new radio equipment with the remainder of the change order to upgrade four radios for the Prescott and Corning Fire Departments. Lyddon also provided the structural strength report of the tower. Maynes moved, seconded by Shipley to approve the Change Order. All Supervisors voted aye. Motion carried.

            Discussion was held on the current health insurance policy for the county’s employees and its costs.  The board requested additional information to further the discussion.

            Shipley moved, seconded by Dixon to approve the quote from Communications Solutions of S. Iowa for electronic door locks in the amount of $12,151.04.

            Maynes moved, seconded by Dixon to approve the resignation of Byron Brown from the Board of Adjustments with thanks for his service.  All Supervisors voted aye. Motion carried.

            Maynes moved, seconded by Dixon to approve the appointment of William Snyder for the remainder of the term to the Board of Adjustments. All Supervisors voted aye. Motion carried.

            Maynes moved, seconded by Shipley the approval of the Chain of Command as delegated by each department except Secondary Roads and the County Engineer for the purposes of the COG plan.  All Supervisors voted aye. Motion carried.

            Maynes moved, seconded by Shipley to adjourn the meeting.  All Supervisors voted aye. Motion carried.
