Board Minutes – April 13, 2020

The Adams County Board of Supervisors met on Monday, April 13, 2020, at 9:00 am by electronic means via ZOOM with the following members present: Scott Akin, Doug Birt, Bobbi Maynes, Leland Shipley and Merlin Dixon.  The meeting was called to order by Chairperson Scott Akin. The Pledge of Allegiance was recited. Maynes moved, seconded by Shipley to approve the minutes from April 6, 2020 along with the day’s agenda after amending it to include Ambulance Discussion.  All supervisors voted aye. Motion carried.  

            Kelly Campbell of the US Census shared with the board that the residents of Adams County have been doing a great job completing the 2020 census.  55% of residents have responded by self-reporting the census.  He reminded everyone that the census is vitally important for future funding for Census results help determine how billions of dollars in federal funding flow into states and communities each year.

            Birt moved, seconded by Dixon to approve resolution 2020-20 the FY 2021 Iowa DOT Secondary Roads Five-Year Plan.  All supervisors voted aye.  Motion carried.

            Birt moved, seconded by Shipley to approve resolution 2020-21 plans, specifications, and form of contract for Streambank East Project (Agreement NR206114XXXXC007). All supervisors voted aye.  Motion carried. 

            Shipley moved seconded by Maynes to approve Resolution 2020-22 of award of contract for Streambank East Project (Agreement NR206114XXXXC007) to ESB Clark Heavy Construction for $166,677.  All supervisors voted aye.  Motion carried.

Shipley moved seconded by Maynes to approve Resolution 2020-23 plans, specifications, and form of contract for Streambank West Project (Agreement NR206114XXXXC017).  All supervisors voted aye.  Motion carried.

Shipley moved seconded by Maynes to approve Resolution 2020-24 award of contract for Streambank West Project (Agreement NR206114XXXXC017) to JNC Construction for $204,221.50.  All supervisors voted aye.  Motion carried.

Birt moved, seconded by Shipley to approve the renewal for the Wellmark Insurance Plan with an increase of approximately 2.22%. All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Dixon to approve the Recorder’s Quarterly Report. All supervisors voted aye.  Motion carried.

Maynes moved, seconded by Dixon to approve the Treasurer’s Quarterly Investment Report. All supervisors voted aye.  Motion carried.

Birt moved, seconded by Shipley to approve the 2020 Weed Commissioner Notice. All supervisors voted aye.  Motion carried.

Shipley moved, seconded by Maynes to approve the FMTC Fiber Optic Services Quote for the Courthouse. All supervisors voted aye.  Motion carried.

Birt moved, seconded by Shipley to approve the Adams County, Iowa Infections Disease Action Plan COVID-19 Pandemic. All supervisors voted aye.  Motion carried.

Discussion on a quote from Communications Solutions of S. Iowa for Electronic Door Locks was tabled until the board was able to gather additional information.

Discussion on Chain of Command for the COG Plan was tabled.

Discussion was held concerning Adams County Ambulance Service. 

Birt moved, seconded by Maynes to approve the claims presented. All supervisors voted aye. Motion carried.
