Board Minutes - November 15, 2011**

 

        The Adams County Board of Supervisors met in regular session on Tuesday, November 15, 2011, with the following members answering roll call:  Chairman Linda England, Doug Birt, Mark Olive, Phyllis Mullen, and Karl McCarty. 

 

The Board of Supervisors, under the authority of the 2011 Code of Iowa, formed a canvassing board to check the returns of the City Election held on November 8, 2011, for the offices of Mayor and City Councilmembers for the City of Corning, the City of Prescott, the City of Carbon, and the City of Nodaway.  The findings, thereof, are recorded at length in Election Book No. 8 in the Adams County Auditor’s Office as required by Section 50.27 of the 2011 Code of Iowa.  Pursuant to Iowa Code Chapter 50.22, one Provisional Ballot had been received counted. 

 

        The Supervisors discussed employment options with Mr. Mike Maynes, Adair County, regarding his interest in serving as County Attorney.  He maintained that his health insurance coverage would be covered by Adair County and Adams County would not be responsible for that expense.  Birt moved, seconded by McCarty, to employ Mr. Maynes for ninety (90) days as the Adams County Attorney on a part-time basis at the currently budgeted salary of $41,373 with an additional $802.00 monthly for clerical assistance. Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.  The Auditor administered the Oath of Office.             

 

        The board members of the Johnny Carson Birthplace Society appeared to request support in their quest to restore the house at 500 13th Street.  They cited various funding streams to accomplish the approximately $135,000 restoration and asked for financial support.  Olive moved, seconded by Mullen, to approve Resolution #11152011 committing $10,000 total to be paid in $5000 increments for FY 11/12 and FY 12/13 from Local Option Sales Tax contingent on successful fundraising in the next six months and successful bid on the project. Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.

 

        The City of Corning Levy Error was discussed with the Supervisors.  Birt moved, seconded by Olive, to approve the proposed notice for the newspaper as presented.  Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried. 

 

         Sheriff Alan Johannes announced the sale of the Jeep at $3,510.00 and asked permission to allow the Reserves to use those funds to purchase another vehicle because of logistics.  They presently have a 2006 Chevy Pickup.  Mullen moved, seconded by McCarty, to allow the use of $3,510 for the purchase of a car.  Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.

 

          Dan Carl presented a proposal for a Professional Services Agreement with HR Green for Lake Icaria Timber Ridge Campground Improvements.  Following discussion, Olive moved, seconded by Mullen, to allow $79,500.00 in Local Option Sales Tax funds to be used by the Adams County Conservation Board for the completion of the improvement plan.  Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.

 

          A written report from the Corning Public Library was read and approved.

 

Written reports by the supervisors were submitted as follows:  Doug Birt –DECAT conference call on November 4 at 8:30 am, ACCS on November 10 at 6:30 pm, and Early Childhood on November 14 at 8:45 am; Mark Olive – ATURA in Mount Ayr on November 8 at 1:30 pm.

Board Minutes - November 22, 2011**

 

          The Adams County Board of Supervisors met in regular session on Tuesday, November 22, 2011, with the following members answering roll call:  Chairman Linda England, Doug Birt, Mark Olive, Phyllis Mullen, and Karl McCarty. 

 

Mullen moved, seconded by Birt, to approve the certification of city election costs as presented.  Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.

 

The Supervisors met with Department Heads.  No votes were taken.

 

No action was taken regarding the mental health client billings pending receipt of further information.

 

Written reports by the supervisors were submitted as follows:  Linda England – Workforce Investment Act in Creston on Nov 21 at 6:30 PM; Doug Birt –DECAT in Creston on November 18 at 10:30 AM; Phyllis Mullen – MATURA in Creston on November 15 at 7:00 PM.

Board Minutes - November 29, 2011**

 

            The Adams County Board of Supervisors met in regular session on Tuesday, November 29, 2011, with the following members answering roll call:  Chairman Linda England, Doug Birt, Mark Olive, Phyllis Mullen, and Karl McCarty. 

 

            Lisa Brown discussed her selection to be a part of a Federal Disaster Mortuary Response Team.  She asked for half of a $753.44 reimbursement of mileage, hotel, and tuition for an Iowa Association of County Medical Examiners Conference.  She noted having submitted a statement to Taylor County for the other half.  Mullen moved, seconded by McCarty, to approve payment of $376.72 to Lisa Brown.  Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.

 

            McCarty moved, seconded by Birt, to accept the 2011 Weed Commissioner’s Report as presented by Virgil James.  Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.

 

No action was taken regarding the mental health client billings pending receipt of further information.

 

Birt moved, seconded by Olive, to approve Utility Permit Application 11-12 to Southwest Iowa Rural Electric Coop, Corning, IA, as presented.  Ayes:  Birt, Mullen, Olive, McCarty, England.  Nays: none.  Motion carried.

 

Engineer Rike discussed the possible purchase of a property.  The Supervisors reviewed recent sale prices for like properties and offered their negotiating thoughts.  No votes were taken.

 

Following a discussion regarding the treatment of some revenues such as insurance payments, engineer’s salary payments, etc. and the State Auditor’s verbal directive to handle them as revenues, the consensus of the Board was to return to the practice of handling them as reimbursements thus alleviating budget concerns.  No votes were taken.

 

A written financial report from Adams County Rescue was read and approved.

Board Minutes - December 6, 2011**

 

            The Adams County Board of Supervisors met in regular session on Tuesday, December 6, 2011, with the following members answering roll call:  Vice Chairman Phyllis Mullen, Doug Birt, Mark Olive and Karl McCarty.  Linda England was absent.

 

            Todd Spencer, Iowa Workforce Development, asked if the Supervisors had an interest in being a partner access point for retrieving the Iowa Works connection.  They would provide the public computer and we would provide the internet connection.  After discussion, because of space issues, consensus of the Board was for Mr. Spencer to approach the Neighborhood Center and the Prescott Library, however, should that fall through, further consideration of courthouse use would be reevaluated.  No votes were taken.

 

            Following a review of current lease arrangements and pursuant to a written request to purchase a 2-3 acre plot adjacent to Country Haven, Olive moved seconded by Birt, that the request be denied.  The Supervisors are not interested in selling a portion of the land at this time. Ayes:  Birt, Mullen, Olive, McCarty.  Nays: none.  Motion carried.

 

            McCarty moved, seconded by Mullen, to adopt a master Matrix Construction Evaluation Resolution effective February 1, 2012, through January 30, 2013, for the evaluation of applications for construction permits for large animal confinement operations.  Ayes:  Birt, Mullen, Olive, McCarty.  Nays: none.  Motion carried.  Said resolution was assigned #12062011 and is available for public inspection in the Auditor’s office Monday through Friday during the hours of 8:30 AM and 4:30 PM. 

 

            Birt moved, seconded by Olive, to approve the certification of HAVA election equipment report to the Secretary of State.  Ayes:  Birt, Mullen, Olive, McCarty.  Nays: none.  Motion carried.

 

            Pursuant to a recommendation from the Compensation Board, Olive moved, seconded by Birt, to approve a 2% wage increase during FY 12/13 intended for the supervisors, attorney, auditor, recorder, sheriff and treasurer.  Ayes:  Birt, Mullen, Olive, McCarty.  Nays: none.  Motion carried.

 

Written reports by the Supervisors were submitted as follows:  Phyllis Mullen – RCD in Creston on December 1 at 7:00 PM and Main Street Organization Committee on December 5 at 4:00 PM.   The meeting was adjourned by the Board Vice Chairman.
